Bhubaneswar, Odisha: An international seminar on “We the People of Bharat” commenced on Friday at KISS University, Bhubaneswar, as part of the two-day 62nd All India Political Science Conference and International Seminar, being organised by the university in association with the Indian Political Science Association (IPSA). The prestigious academic gathering brought together more than 3,000 political scientists and scholars from across the country.

Amid this significant national and international academic event, the book “New Book “Secularism – Rashtra ke Viruddh ek Chhal” Launched in Bhubaneswar in Presence of Eminent Academics” was formally launched on 27 December 2025 in the dignified presence of eminent academicians and university leaders. The book is authored by Dr. Vipin Kumar Singhal and published by Prachi Publishing. It offers a critical examination of secularism and its implications for national identity, contributing meaningfully to contemporary socio-political discourse.

The book launch ceremony was attended by several senior scholars who graced the occasion and extended their support to the publication. Among those present were Prof. Kashinath Jena, Pro Vice Chancellor of KISS-DU, Bhubaneswar, and Prof. Raka Arya, former Member of the 22nd Law Commission of India and Dean of National Law University, Bhopal. Also present were Prof. S.K. Swain, Vice Chancellor of Sikkim University, Gangtok, and Prof. J.K. Patnaik, Vice Chancellor of Nagaland University, Lumami.

The ceremony further witnessed the presence of Prof. Manoj Dixit, President of the Indian Political Science Association and Vice Chancellor of Maharaja Ganga Singh University, Bikaner, along with Prof. Sanjeev Kumar Sharma, former Vice Chancellor of Mahatma Gandhi Central University, Motihari, who currently serves as General Secretary and Treasurer of IPSA. Prof. Sanjay Srivastava, Vice Chancellor of Mahatma Gandhi Central University, Motihari, Prof. Saranjit Singh, Vice Chancellor of KISS University, Bhubaneswar, and Prof. Soma Bhowmick, Vice Chancellor of William Carey University, Shillong, were also present on the occasion.

Addressing the conference, IPSA President Prof. Manoj Dixit underlined the crucial role of political scientists in shaping India’s journey towards becoming a developed nation by 2047. He observed that Western countries often attempt to influence India’s developmental trajectory, but India has continued to progress independently, resisting external definitions of development. He noted that this independent path of growth remains a matter of concern for certain Western nations.

Speaking at the book launch, author Dr. Vipin Kumar Singhal highlighted the motivation behind the work and emphasized the importance of informed debate and intellectual engagement on issues that influence the nation’s political and social framework. The book has already drawn considerable attention from scholars, researchers, and readers interested in political theory and contemporary national discourse.
